Arusha is the launching pad for almost every Tanzanian safari — the city sits at 1,400m below the southern slopes of Mount Meru, an hour from Kilimanjaro Airport (JRO), and it exists, for the modern luxury traveller, primarily to absorb a single overnight before the dawn light-aircraft hop into the Serengeti or Ngorongoro. The right approach is to skip downtown Arusha entirely and book the lodge-style outliers in the coffee-plantation belt to the south — Gran Meliá Arusha, Legendary Lodge, the Arusha Coffee Lodge — where the air is cool, the gardens are green, and the safari briefing happens on a verandah rather than a hotel ballroom.
